Who are we

The Cyber Diplomacy Center was founded in March 2019 as a unique Romanian initiative, within National Institute of Research and Development in Informatics – ICI Bucharest. Its main goal is strengthening the diplomatic agenda in the cyber field, serving as a necessary complement to the technological, economic and social dimensions of the cyber domain.
The Center is cooperating with all the relevant national and international ministries / authorities with responsibilities in the diplomatic sector and in cyber security. It is also committed to developing partnership abroad, in the EU, but also beyond it, to facilitate the exchange of information and best practices, to foster scientific and policy research and to contribute to the creation of the trust necessary for collective action in cyber governance and an adequate response to the rapid changes in the cyber environment.
The Cyber Diplomacy Center has already created / initiated significant contacts in the EU, the US, the Middle East, East Asia and South-East Asia and it is looking forward to developing its capacity. Also it seeks to contribute to the aforementioned issues and to raise Romania's position in the field, supporting its modernization through digitization, its developing ITC industry and through the growing added value which digitization brings to the economic processes.
The establishment of Cyber Diplomacy Center is only the first step within an envisioned collective strategy, to be followed by the launch of an international initiative on "cyber diplomacy" and then by a Global Alliance. It is also interwoven with the recently established International Journal for Cyber Diplomacy as well as the Critical Infrastructure Protection Forum organized annually at the Palace of Parliament of Romania.
Although a relatively new topic, cyber diplomacy has made great strides globally in trying to define and summarize the ongoing efforts to deal with a new type of conflict, especially those taking place in cyberspace. The main role of diplomacy is to gain a common advantage through dialogue, therefore the main role of cyber diplomacy would be to generate benefits through dialogue on cybersecurity issues.
